Born in El Paso, Texas and raised in Ciudad Juárez, Chihuahua, Andrea grew up immersed in the realities of life along the U.S.-Mexico border—an experience that has profoundly shaped her worldview and artistic voice. She holds a degree in Music Education with a minor in Psychology from New Mexico State University and began her formal training in music at the age of five. Throughout her career, Andrea has performed with a wide range of orchestras and musical ensembles across Latin America, including the Orquesta Esperanza Azteca and the Professional Orchestra of Ciudad Juárez. Her performances have included prestigious concert halls and events, such as a concert for Pope Francis and appearances before three former Presidents of Mexico. She has also participated in international music festivals, including those in Puerto Rico and Aruba. Andrea believes deeply in the power of art as a tool for social change. She has coordinated and performed in numerous concerts that address pressing social issues such as migration, poverty, and abuse—seeking to create space for dialogue and healing through music. As an educator, Andrea taught orchestra and choir for over seven years, while also managing her own private music studio, nurturing young musicians with the same passion and discipline that shaped her own journey. In 2018, Andrea transitioned into the field of immigration justice, working as a paralegal with the Dilley Pro Bono Project. There, she provided legal support to detained asylum-seeking families and their children. Her advocacy continued through her work with Innovation Law, where she played a key role in the creation and development of the Oregon Worker Relief Coalition and Oregon’s Universal Representation program: Equity Corps of Oregon. She also organized multiple legal clinics to expand access to limited legal services for underserved communities. Andrea’s mission is to build compassionate, culturally rich communities where everyone feels safe, seen, and empowered. Whether through music or advocacy, she is committed to creating spaces that honor identity, promote justice, and inspire collective care.
Nate Roter

Nate Roter is a licensed clinical social worker with over fifteen years experience working with children and families.

Nate RoterCo-Executive Director
Nate Roter is a licensed clinical social worker with over fifteen years experience working with children and families. He has designed and implemented nationally scaled human rights programs in Dilley, TX and at the San Antonio bus station. In 2018 he was instrumental in the creation of the RAICES bond fund in San Antonio, TX and oversaw the growth of the program to over $11 million spent freeing people from ICE detention. As the son of a formerly stateless father, Nate seeks to interrupt and mitigate the harms caused by cycles of migration violence and trauma. He has been practicing as a therapist since 2020. He holds a BA in Psychology and French from the University of Oregon and a Masters from the University of Chicago, and is licensed in Oregon and Texas.

Peter Kass is a Contract Administrator for the Homeless Services Division at Washington County.

Peter Kass is a Contract Administrator for the Homeless Services Division at Washington County. Prior to that he spent over a decade doing youth work in homeless and mental health services. He holds a master’s degree in Public Administration from Portland State University. Peter is passionate about human rights and cultivating a welcoming & safe culture for immigrant communities in the Portland area and beyond. Outside of these pursuits, he enjoys gardening, baking, and taking his cat on walks.

Violeta RubianiBoard Member
A passionate advocate for social justice and a proud immigrant from Paraguay, Violeta has worked her entire adult life on improving access to opportunities, services and programs for excluded communities. Currently the Director of Programs at Seeding Justice, she has worked in various fields including private philanthropy, labor and immigrant rights, community economic development, financial education, and state government. Violeta holds a BA in Sociology from the University of Oregon and a Master’s in Public Administration from Portland State University. She lives in SE Portland with her partner and their cat, and loves growing food in her community garden plot.
